RochesterWorks, Inc. is soliciting proposals from governmental units, public or private not-for-profit or for-profit corporations, local educational agencies, faith-based and community-based agencies to partner with to pilot the use of a Youth Workforce Development Service Navigator (Navigator) for the period September 1, 2010 through June 30, 2011.

RochesterWorks anticipates making available $637,500 in funds to support approximately 17 Navigators for the ten month period (September 1, 2010 – June 30, 2011).

A navigator may be one person or portions of multiple people depending upon service delivery design and leverage of resources. The objective of this pilot program is to test the efficacy of an approach through which RWI and its community partners collaborate consistently to establish community-wide access of workforce development services to youth in order to maximize resources, reduce duplication of service and to increase the basic skills, structured employment opportunities, job retention, and earnings of local youth.

Under this solicitation 1-2 navigators are sought to target WIA supported services to older disconnected youth engaged with the criminal/juvenile justice system and/or those aging out of foster care. For the purpose of this solicitation older disconnected youth are those youth aged 17-21 who are out of school and not employed or in-school over-age but under credited. In addition approximately 15 navigators are sought to provide one-time “wrap-up services” to existing WIA youth – those youth currently enrolled in WIA funded programs set to end August 31, 2010. Navigators providing wrap-up services will not enroll new participants but rather assist currently enrolled youth to complete their existing service plan by June 30, 2011.
