Request for Proposals for 2010 Summer Youth Employment Programs

RochesterWorks! for Youth! Summer Employment Program with the City of Rochester, Summer of Opportunity Program in partnership formally announces a joint effort to assist youth with their summer job search. This is a collaborative effort to seek summer youth employment programming that will be supported by either entity, or a combination of both for the summer of 2010.
RochesterWorks as staff to the Workforce Investment Board and the City of Rochester is soliciting proposals for summer youth employment programs supported through the City and American Recovery and Reinvestment Act of 2009 (ARRA) funds. In this competitive solicitation actual youth programming will operate for 6 weeks beginning July 12 and ending no later than August 27, 2010. Programs will serve approximately 400 in-school youth between the ages of 14-20 with priority going to 14-15 year olds, and 16-20 year olds with obstacles to employment. Students who have at least a 90% school attendance rate and have had no long term suspensions for the current school year, youth in foster care and youth who reside in a family that is receiving benefits from the Department of Human Services (through TANF) or in a family whose income is at or below 70% of the Lower Living or Poverty Income Level Priority will receive priority in program placement. Limited program slots and/or distinct programs are sought to serve youth with disabilities, mental health needs, juvenile offenders, children of migrant or seasonal farm-workers, and youth requiring further distinctive placement. Proposals will be entertained from for-profit, not-for-profit, and faith-based organizations.
